সমুদ্র খাতে দক্ষ কর্মী তৈরির লক্ষ্যে রংপুর, বরিশাল, সিলেট ও পাবনায় নতুন প্রতিষ্ঠিত চারটি মেরিন একাডেমি নিজস্ব ক্যাম্পাসে ২০২১ সালের জানুয়ারির মাঝামাঝি থেকে একাডেমিক কার্যক্রম শুরু করবে বলে আশা করা হচ্ছে।
চারটি মেরিন একাডেমি প্রতিষ্ঠা প্রকল্পের পরিচালক রফিক আহমেদ সিদ্দিক বাসস-এর সাথে আলাপকালে বলেন, প্রধানমন্ত্রী শেখ হাসিনা ভিডিও কনফারেন্সের মাধ্যমে এই মেরিন একাডেমি চালু করবেন বলে আশা করা হচ্ছে।
তিনি বলেন, ‘বাংলাদেশের সমুদ্র ভ্রমণের বিষয়ে দীর্ঘ ঐতিহ্য এবং নাবিকদের প্রশিক্ষণ দেওয়ার জন্য প্রাথমিক জ্ঞান ও অভিজ্ঞতা রয়েছে। বিশ্বব্যাপী শিপিং শিল্প এবং এর সমুদ্র পরিবহনের চাহিদার প্রতি অধিকতর মনোযোগী হয়ে দেশে চারটি মেরিন একাডেমি অতি সম্প্রতি নির্মিত হয়েছে। এখন এগুলোতে সামুদ্রিক প্রশিক্ষণে ব্যবহারের জন্য সব কিছু প্রস্তুত রয়েছে।’
তিনি বলেন, চট্টগ্রামের বাংলাদেশ মেরিন একাডেমিতে এই নতুন একাডেমিগুলোর প্রতিটির ৫০ জন শিক্ষার্থী নিয়ে প্রথম ব্যাচের (২০২০-২১ সেশন) শিক্ষা কার্যক্রম চলতি বছরের ফেব্রুয়ারিতে শুরু করেছে। নতুন মেরিন একাডেমিতে প্রতি বছর আরও ২ শতাধিক শিক্ষার্থী এই খাতের দক্ষ হিসেবে পরিণত হবে বলে প্রকল্প পরিচালক উল্লেখ করেন।
রফিক আহমেদ সিদ্দিক বলেন, বাংলাদেশ সমুদ্র কর্মকান্ডে ব্যাপক আগ্রহী একটি দেশ এবং সমুদ্র পরিবহন বৈশ্বিক নৌ-পরিবহন শিল্পের অন্যতম গুরুত্বপূর্ণ ক্ষেত্র।
দেশে প্রথম সরকারি মেরিটাইম ইনস্টিটিউট ১৯৫২ সালে প্রতিষ্ঠিত হয় এবং ক্যাডেট ও অফিসার তৈরির জন্য প্রথম মেরিন একাডেমি প্রতিষ্ঠিত হয় ১৯৬২ সালে।
প্রকল্প পরিচালক বলেন, বৈশ্বিক প্রয়োজনীয়তা কথা মাথায় রেখে সরকার ৫২১.৪৬ কোটি টাকা ব্যয়ে আরও চারটি নতুন মেরিন একাডেমি প্রতিষ্ঠা করে সমুদ্র খাতকে সম্প্রসারণের সিদ্ধান্ত নিয়েছে।
তিনি আরও বলেন,এই প্রকল্পের উদ্দেশ্য হচ্ছে দেশজুড়ে সামুদ্রিক শিক্ষা ও প্রশিক্ষণ প্রসারিত করা এবং শিপিং শিল্পের চাহিদা অনুযায়ী দক্ষ মেরিন অফিসার বা ইঞ্জিনিয়ার তৈরি করা।
The four newly established Marine Academies in Rangpur, Barisal, Sylhet and Pabna are expected to start academic activities on their own campuses from mid-January 2021 to create skilled workers in the maritime sector.
Rafiq Ahmed Siddique, director of the project to establish four marine academies, told BSS that Prime Minister Sheikh Hasina is expected to launch the marine academy through video conferencing.
He said, ‘Bangladesh has a long tradition of sea travel and basic knowledge and experience in training sailors. Four marine academies have recently been built in the country, focusing more on the global shipping industry and its shipping needs. Now they have everything ready for use in marine training. ‘
He said the first batch (2020-21 session) of 50 students from each of these new academies at Bangladesh Marine Academy in Chittagong started its educational activities in February this year. The project director mentioned that more than 200 more students will become skilled in this field every year in the new Marine Academy.
Rafiq Ahmed Siddique said Bangladesh is a country with a keen interest in maritime activities and maritime transport is one of the most important sectors in the global shipping industry.
The first government maritime institute in the country was established in 1952 and the first Marine Academy for cadet and officer training was established in 1982.
The project director said the government has decided to expand the maritime sector by setting up four new marine academies at a cost of Tk 521.46 crore keeping in view the global requirements.
He added that the project aims to expand maritime education and training across the country and create skilled marine officers or engineers as per the needs of the shipping industry.
